Compliance You Can Audit: The Certifications Behind Every KEYBABY Children's Product

Every year, products for children are pulled — not because the printing was poor, but because the paperwork behind them did not hold up.

For a retail chain, that means a recall, a write-off and an empty facing on the shelf. For a brand or an Amazon seller, it means a suspended listing, a frozen FBA shipment, and a compliance officer asking for a Children's Product Certificate that nobody can produce.

Compliance is not a document you collect at the end of a project. It is a design decision you make at the beginning of one. At KEYBABY we make that decision three times: in the **ink**, in the **paper**, and in the **test file** that travels with your shipment.

Here is exactly what we hold, what it covers, and what we are certifying next.

1. What we hold today

Across all eight of our product lines — notebooks, coloring books, sticker books, puzzles, flash cards, 3D scene sticker books, busy books and educational toys — these credentials are the entry ticket, not the sales pitch.  

2. A note on the word "certified"

Most factory websites in our industry misuse these terms. We would rather be precise:

• CE is not a certificate issued by a regulator. It is a declaration supported by testing and a technical file that must exist on demand. We can hand your importer the components it needs.
• CPC is issued by the manufacturer or importer of the product — and only on the basis of testing at a laboratory the CPSC accepts. Where we are the manufacturer of record, we supply the test data and issue the certificate.
• EN 71 and ASTM F963 are test standards, not badges. Their value is in the reports behind them: which parts were tested, at which laboratory, on what date, against which version of the standard.
• FSC® is a licence, not a logo you can simply add to artwork. Only chain-of-custody certificate holders may apply the FSC label to a product, and the licence code must be printed with it.
• SGS is a third-party audit of a factory, not of a shipment. It tells you the system is real; the QC file on your order tells you this shipment is right.

If a supplier cannot explain the difference between these five, that is the answer to your question.

3. The ink: why we run soy-based offset inks

Children do not only read the page. Especially between the ages of zero and three, they mouth it, chew it and sleep on it. The chemistry of what we print with is therefore not a marketing detail — it is a safety decision.

We specify soy-based (vegetable-oil) offset inks as the default for early-learning and 0–3 titles, run on our German Heidelberg offset presses. What that changes in practice:

• Petroleum-based carriers are replaced by a renewable, plant-derived base. The result is a lower-solvent press room and a print that reaches full cure without the aggressive chemistry traditional offset inks rely on.
• It is a material choice with a real trade-off. Soy inks behave differently on press — drying speed, rub resistance and colour density all need recalibration, and the process tolerates fewer shortcuts in scheduling. That is precisely why not every printer offers it: it costs press time, and press time costs money.
• The ink is only half the answer. What actually protects a child is the finished-article verdict: how much of a given element can migrate out of the printed board, coating and ink combined. That is what EN 71-3 and the heavy-metal provisions of ASTM F963 measure — on the complete product, not on the ink in a bucket.

So our position is straightforward: choose the safer ink, then prove the finished product with a laboratory. Both steps, on every title, not one or the other.

4. The paper: chain of custody, not a claim

"Eco-friendly paper" is a phrase with no legal definition. A chain-of-custody certificate is a different thing entirely.

Our FSC® chain-of-custody certification (licence code FSC-C【INSERT CODE】) means the fibre behind your order can be traced from a responsibly managed forest, through the mill, into our 3,350 m² facility in Yiwu — and the claim can be passed down the chain to you. It also means we are permitted to apply the FSC label to the finished product where the project qualifies, with a label type — FSC 100%, FSC Mix or FSC Recycled — that must match the actual input. We confirm that eligibility project by project rather than assuming it.

Why this matters commercially, not just ethically: large and medium operators placing wood-based products on the EU market will have to demonstrate deforestation-free sourcing under the EU Deforestation Regulation (EU) 2023/1115 from 30 December 2026 (micro and small operators: 30 June 2027). Buyers who cannot obtain paper documentation from their printer will be explaining the gap to their own auditors. Buyers who can, will not.

5. How we prove it — order after order

Certificates live in a drawer. What protects a repeat order is a quality system that runs every day at five fixed points:

1. Incoming paper inspection — raw material identification and traceability against the declared specification
2. First-article approval — the printed sheet is signed off before the run continues, with Pantone deviation held within ±2%
3. In-line sampling — monitored during production, not after it
4. Post-binding QC — finished-article checks including small parts and edge quality
5. Final outgoing inspection — full inspection before the carton is sealed

Two dedicated QA/QC engineers work on-site and own this process. It is one of the reasons our on-time delivery rate stands at 96% and our buyer rating at 4.8 / 5 across seven consecutive years as an Alibaba Gold Supplier.

With every order you receive the QC report, container loading photographs and shipment tracking — the evidence file, not just the goods.

6. What we are certifying next

Regulation does not stand still, and neither do we. Three timelines are already on our board:

• EU Toy Safety Regulation — it entered into force on 1 January 2026 and replaces the Toy Safety Directive, becoming fully applicable on 1 August 2030. We are planning re-testing and documentation migration ahead of that deadline, not in the final quarter of 2029.
• ASTM F963 and CPSIA updates — the US mandatory toy standard has been revised repeatedly, and CPSC amendments continue. Our test files are versioned so a US buyer can always see which edition a report was issued against.
• EU Deforestation Regulation — the 30 December 2026 application date for larger operators is a procurement deadline, and we are preparing fibre documentation to be ready as a matter of routine.

Frequently asked questions

Can you issue a CPC for my product? Where we manufacture the product, yes — based on testing at a CPSC-accepted third-party laboratory. We will tell you which tests are triggered before you commit to a PO, so the cost is in your quotation rather than in a surprise invoice.

Can I see your test reports before I place an order? Yes. We share certificate and report files during the enquiry stage. Serial numbers, laboratory names and issue dates are all visible — you can verify them independently.

Will you print the FSC® label on our packaging? If your project uses certified fibre and qualifies for a label type, yes, with our licence code displayed as FSC® rules require. If it does not qualify, we will say so rather than print a label that cannot be defended.

Does soy-based ink cost more? It requires more press time and tighter scheduling, and that has a price. For early-learning and infant titles, most of our brand partners treat it as a specification rather than an upgrade — the brand-risk calculation rarely favours saving cents per unit on the ink.

What happens to our current test files when the EU rules change in 2030? We track the transition and will map your product range against the new requirements, so you know well in advance which items need re-testing.
